Upcoming Public Comment Period- Landfill Gas Flares

In response to an Order for Abatement, and to ensure that landfill gas generated at Sunshine Canyon Landfill is collected and controlled, Sunshine Canyon Landfill is proposing to increase the permitted site-wide landfill gas combustion limit.  This will be accomplished by constructing and operating additional landfill gas flares and additional electric landfill gas blowers at the landfill. No component of this Proposed Project will expand landfill capacity or increase the amount of waste that can be accepted on a daily, monthly, or annual basis. 

Since South Coast AQMD has primary approval authority over the Proposed Project, it is the lead agency under the California Environmental Quality Act (CEQA) and is responsible for preparing a Subsequent Environmental Impact Report (EIR). This is a subsequent document to the Final Subsequent EIR for Sunshine Canyon Landfill, which was certified by the City of Los Angeles on December 8, 1999. Staff is preparing the Subsequent EIR and draft permit for a public review and comment period in the coming weeks. Background

Sunshine Canyon Landfill (SCL) is a Class III landfill (i.e., a municipal landfill that is not authorized to accept hazardous waste) owned and operated by Browning Ferris Industries of California, Inc./Republic Services, Inc. in Sylmar, California. 

SCL operations straddle the boundary separating the City of Los Angeles from the County of Los Angeles.  The portion located north of the City-County boundary is described as the "County Landfill" and the portion south of the City-County boundary is described as the "City Landfill."

SCL is operated under Solid Waste Facility Permit 19-AA-2000, (PDF) issued to Sunshine Canyon City/County Landfill by CalRecycleLink to external website..  This permit allows the landfill weekly to receive no more than 66,000 tons of municipal solid waste (MSW) for disposal and 6,600 tons of material for beneficial reuse and recycling. Currently the landfill receives 8,300 tons of MSW per day.

The permitted maximum elevation of the waste is 1,904 ft. (MSL) on portions within the “County Landfill” boundary and 2,004 ft. (MSL) on portions within the “City Landfill”. The total permitted area for waste disposal is 363 acres with design capacity of 140,900,000 cubic yards of MSW. The site is estimated to close by 2037.

In addition, SCL operates equipment which emits or controls air pollutants under a Title V Operating Permit (PDF) issued by the South Coast Air Quality Management District (South Coast AQMD).
