SCAQMD Rule 1176 requires that the inspection and monitoring of sumps & wastewater separators at petroleum refineries, oil production fields, chemical plants, and industrial facilities be performed by a Rule 1176 Certified Inspector.

Rule 1176 requires individuals seeking to become Certified Inspectors to complete a District approved fugitive emissions compliance inspection program.  The program includes two separate courses:

  • Rule 1176 Sumps & Wastewater Separator Certified Inspector class (offered by SCAQMD); and,

  • District-approved fugitive emissions compliance inspection program (previously offered as CARB Course #395)

Please note that CARB Training Course #395 will no longer be offered by CARB beginning fall 2013!

As such, SCAQMD will integrate critical information relative to fugitive emissions into the Rule 1176 Sumps & Wastewater Separator Certified Inspector class.  Therefore, separate attendance of CARB Course #395 and evidence thereof will no longer be necessary.

Individuals who attend and successfully complete the Rule 1176 Sumps & Wastewater Separator Certified Inspector class will become Rule 1176 Certified Inspectors without taking CARB Course #395.

  • Date & Time: Thursday, January 25, 2018, from 1 PM to 5 PM

Registration Information for SCAQMD Rule 1176 Class:

  • Pre-registration is preferred prior to attending this training. However, walk-in registration is welcome provided that the 80 person capacity of the venue is not exceeded.

  • Class fee is $61.38 per person.  Please be sure to submit payment either with cash, check or money order (payable to SCAQMD) to our Cashier (located in the SCAQMD lobby) upon arrival. 

  • Proof of payment is needed to attend the class.

Expiration/Renewal Certification:

Rule 1176 Certification is valid for only three years from certified date.  To renew the certification, inspectors need to retake the Rule 1176 class Sumps & Wastewater Separator Certified Inspector class.
