Permit Streamlining Task Force

In June 2016, SCAQMD embarked on an aggressive effort to expeditiously reduce its pending permit application inventory.  To assist with this effort and improve permit processing efficiency, SCAQMD’s Board approved an action plan that includes measures to help optimize use of current resources as well as opportunities to modernize and automate permit processing.  A dashboard tool was developed to track progress in reducing the pending permit application inventory and help communicate the age of pending applications.

One year into its implementation, the 2016 action plan staff has:

  • Reduced the number of pending permit applications by 36% from the initial June 2016 baseline through June 2017, more than two thirds of the way towards achieving the two year target of 50% set forth in the action plan.

  • Reduced permitting staff vacancy rates.Apps Processed Exceeding Goals

  • Improved overall use of current resources focused on optimizing productivity.

  • Increased application production rates, exceeding goals established for total applications processed by 38% and for permits to construct issued by 32%.

  • Developed permitting tool prototypes for online submittal and processing of simpler high-use process equipment.

Continuing implementation of the action plan is expected to further reduce thePending Applications with/without PCs issued open application inventory through completion of the following additional steps throughout 2017-2018:

  • Roll-out of online permitting tools.

  • Updated and harmonized engineering policies, procedures and guidelines.

  • Improved pending application metric granularity.
