  • The public meeting of the South Coast AQMD Governing Board begins at 9:00 a.m. The Governing Board generally will consider items in the order listed on the agenda. However, any item may be considered in any order.
  • After taking action on any agenda item not requiring a public hearing, the Board may reconsider or amend the item at any time during the meeting.

In response to a request from Chair Delgado, changes to Board Committees and Advisory Groups are proposed to streamline and enhance overall efficiency of Committee and Advisory Group meetings. This action is to approve changes to Board Committees and Advisory Groups. (Reviewed: Administrative Committee, November 14 and December 12, 2025; Recommended for Approval)

    3. Approve Amendments to Board Member Assistant and Board Member Consultant Policy and Methodology to Determine Support Level per Board Member

    South Coast AQMD’s Administrative Code Section 112 – Board Assistant and Board Member Consultant Policy provides the calculation methodology to determine the amount of compensation Board Member Assistants and Consultants receive for their Board Member’s participation in Board Committees, Advisory Groups, or other Board Member assignments. The current methodology is based on a point system that accounts for Board Member’s role, and number and types of Advisory Groups and Committee meetings. To streamline and create a more transparent approach, the proposed calculation approach continues to account for the level of effort but will be based on a dollar amount per fiscal year instead of a point system.   • 4. Approve Appointment by South Coast Air Quality Management District Building Corporation of Jean Bracy to Building Corporation’s Board of Directors

    A vacancy exists on the Board of Directors of the South Coast Air Quality Management District Building Corporation, as a result of the resignation of Jay Bond. The Building Corporation’s bylaws require that its appointment of a member to its Board of Directors be approved by the South Coast AQMD’s Governing Board. This action is to approve appointment of Jean Bracy to the Building Corporation’s Board of Directors. (No Committee Review)

  • 5. Approve New and Modified Awards as Approved by MSRC


    McCallon

    The MSRC approved a modified award to Orange County Transportation Authority to support expanded transit service and mobility features during the 2028 Olympic and Paralympic Games, as well as a modified award to Los Angeles County Metropolitan Transportation Authority to partner in supporting the installation of heavy-duty truck recharging infrastructure, as part of the FYs 2024-27 Work Program. Additionally, South Coast AQMD previously approved modifications to MOUs with the Ports of Los Angeles and Long Beach for the Ports to invest funding in specified zero emission drayage truck charging infrastructure projects to be administered by the MSRC. To effectuate these MOU modifications, the MSRC approved a new contract award to 4 Gen Logistics and a modified award to Terawatt Infrastructure, Inc. The MSRC seeks Board approval of the contract award and modifications. (Reviewed: Mobile Source Air Pollution Reduction Committee, December 18, 2025; Recommended for Approval)

    Proposed Amended Rule 463 will clarify the tank types subject to periodic optical gas imaging inspections and address control efficiency requirements for small above-ground gasoline storage tanks. This action is to adopt the Resolution: 1) Determining that Proposed Amended Rule 463 – Organic Liquid Storage, is exempt from the requirements of the California Environmental Quality Act; 2) Amending Rule 463; and 3) Directing staff to submit Proposed Amended Rule 463 – Organic Liquid Storage to CARB and U.S. EPA for inclusion into the State Implementation Plan.   • 20. Determine That Proposed Amended Rule 1111 – Reduction of NOx Emissions from Natural-Gas-Fired, Fan-Type Central Furnaces, Is Exempt from CEQA; Amend Rule 1111; and Submit for Inclusion Into State Implementation Plan

    Rule 1111 established a NOx emission limit of 14 nanogram per joule (ng/J) for natural gas central furnaces in 2009 and provided a mitigation fee alternate compliance option in 2014. All furnace types have transitioned to 14 ng/J except for mobile home furnaces. The mitigation fee alternate compliance option for mobile home furnaces expired on September 30, 2025. Mobile home furnace manufacturers need the alternate compliance option as mobile homes have unique challenges, such as space constraints. Proposed Amended Rule 1111 will extend the mobile home furnace mitigation fee alternate compliance option to September 30, 2030. This action is to adopt the Resolution: 1) Determining that Proposed Amended Rule 1111 – Reduction of NOx Emissions from Natural-Gas-Fired, Fan-Type Central Furnaces is exempt from the requirements of the California Environmental Quality Act; 2) Amending Rule 1111 – Reduction of NOx Emissions from Natural-Gas-Fired, Fan-Type Central Furnaces; and 3) Directing staff to submit Proposed Amended Rule 1111 - Reduction of NOx Emissions from Natural-Gas-Fired, Fan-Type Central Furnaces to CARB and U.S. EPA for inclusion into the State Implementation Plan.     Proposed Amended Rule 1118 is an administrative amendment to add a missing rule reference and provide clarity by specifying a date. This action is to adopt the Resolution: 1) Determining that Proposed Amended Rule 1118 – Control of Emissions from Refinery Flares, is exempt from the requirements of the California Environmental Quality Act; and 2) Amending Rule 1118 - Control of Emission of Refinery Flares.
