Area Source Inventory Methodology
When developing air quality management plans, South Coast AQMD carefully reviews the inputs and assumptions used in the emissions inventory, ensuring that it reflects the best available data and is as accurate as possible. Emissions from large facilities—such as refineries and power plants—are taken directly from Annual Emissions Reporting (AER). Smaller sources, however, such as homes, restaurants, and livestock operations, do not report through AER. For these categories, South Coast AQMD relies on a variety of external data sources to identify the most reliable activity data and emission factors. The documents below provide detailed descriptions of the methodologies used to estimate emissions for these area sources.

Mobile Source Inventory Methodology
CARB has primary responsibility to develop the emissions inventory for all mobile sources in collaboration with local Districts. However, South Coast AQMD leads the development of aircraft and ocean-going vessels tankers fugitive losses during transit emissions inventory and the detailed descriptions of the methodologies are provided below.
