What are Facility-Based Mobile Source Measures (FBMSMs)?

The recently adopted 2022 Air Quality Management Plan (AQMP) identified many control strategies to meet federal ambient air quality standards for ozone and particulate matter, mainly through control measures to reduce nitrogen oxides (NOx), a key precursor pollutant.  Control measures were identified for both stationary sources (factories, refineries, etc.) and mobile sources (cars, trucks, ships, etc.).  The Facility Based Mobile Source Measures identified in the 2022 AQMP will seek to reduce emissions from the indirect mobile sources associated with facilities, for example trucks visiting ports or warehouses, construction equipment used in development, etc.

Why are FBMSMs necessary?

Approximately 80% of the NOx emitted in the air basin is from mobile sources. EPA and CARB have primary authority to regulate emissions from mobile sources, and have adopted many regulations that will continue to reduce emissions in coming years.  However, after considering all existing rules and regulations, an additional 52% reduction of NOx is needed by 2031, and a 67% reduction is needed by 2037.  FBMSMs are intended to help achieve these needed emission reductions.

How can I find out more about financial incentives that South Coast AQMD is pursuing?

South Coast AQMD is undertaking an effort to secure incentive funding for the implementation of the 2022 AQMP that is separate from FBMSM development. More information regarding this effort is available here.  Information regarding existing incentive programs can be found here.

How can I be added to the Facility Based Mobile Source Measures contact list?
