Paramount - Ongoing Air Monitoring Activities

In 2013, the South Coast Air Quality Management District (SCAQMD) received a series of metallic odor complaints from local community members in the Paramount neighborhood. In response to these complaints, the SCAQMD staff began conducting an investigation into local sources of emissions, including initiating a local air sampling study. The purpose of these activities was to determine the source of emissions and potential air pollution control strategies. Ambient monitoring of toxic metal emissions began in 2013 and has continued at two sites on Vermont Avenue and California Avenue. Based on the monitoring results, there were two metals of concern: nickel and hexavalent chromium.

In 2014 and 2015, SCAQMD worked with Carlton Forge Works to reduce metal particulate emissions from their grinding operation. Carlton Forge Works implemented a number of voluntary measures that substantially reduced nickel levels. Since these measures did not reduce hexavalent chromium levels, the SCAQMD needed additional data to understand the source of these emissions. In October 2016, as part of its ongoing investigation to identify and address sources of hexavalent chromium that may be impacting the nearby communities, SCAQMD staff deployed several monitors in the mostly industrial areas of the City of Paramount. Initial results showed elevated levels of hexavalent chromium upwind of Carlton Forge Works. The results of monitoring efforts, Town Hall Meetings, air monitoring and public health reports, and other related information is provided below.

Bi-weekly informational conference calls on the air quality investigation in Paramount will be held on the second and fourth Tuesdays of the month at 6:30 p.m.  For more information, please click here for English (PDF, 161KB) or Spanish (PDF, 161KB).

Air Monitoring Results in Paramount

The following links are air monitoring results for the city of Paramount. “Air Monitoring Results for Expanded Monitoring Data” includes results for hexavalent chromium at monitoring sites in locations in the city of Paramount. Updated Assessment of Hexavalent Chromium Data at Paramount Schools
This report provides an updated assessment of the air sampling results at the Paramount schools. As additional data from school-based sampling become available, this report will be updated to include those results.

Calculation Methodology for Evaluating Sampling Results for Curtailment Threshold for Orders for Abatement  - March 2, 2017
The calculation methodology at the link below describes the approach used to determine each facility’s contribution to a local monitor’s level of hexavalent chromium. Under the Stipulated Orders for Abatement for Anaplex and Aerocraft, curtailment of any chrome emitting operation is required if hexavalent chromium levels are more than 1.0 ng/m3 of hexavalent chromium to any monitor, averaged over three samples. This calculation methodology takes into account each facility’s contribution, typical levels of hexavalent chromium found regionally, and contributions from local sources. This approach may be modified in the future as more information becomes available.

Town Hall Meetings


The South Coast Air Quality Management District is holding a series of public meetings per the request of community members to provide frequent updates on the on-going air quality investigation in the city of Paramount. 
 
December 12, 2016 Town Hall Meeting
A town hall meeting was held for December 12, 2016, to provide information on the investigation of sources contributing to high levels of hexavalent chromium and update on air monitoring efforts. Further, at the request of community members, this meeting included training for the public on how to actively participate in the upcoming Hearing Board proceedings to seek an Order for Abatement of companies alleged to emitting toxic air contaminants.

Hearing Board Proceedings


On November 29, 2016, SCAQMD filed a petition for an administrative order, known as an Order for Abatement, against Anaplex Corp. and Aerocraft Heat Treating Co., Inc. both located in Paramount. The petition was filed with the independent

SCAQMD v. Aerocraft Heat Treating Co., Inc. [Facility ID No. 23752]; Anaplex Corporation [Facility ID No. 16951]; and DOES 1-100.

On December 14, 2016, the Hearing Board held proceedings related to an Order for Abatement petition filed by SCAQMD to require Anaplex Corp. and Aerocraft Heat Treating Co. Inc., to take actions to reduce their emissions of hexavalent chromium. On December 16, a Stipulated Order for Abatement was agreed upon by the Hearing Board, SCAQMD and Aerocraft Heat Treating Co. Inc., and is provided below. The Hearing Board convened on January 5, 10 and 11, 2017 for the case related to Anaplex Corporation.  On January 11, 2017, the Hearing Board approved a Stipulated Order for Abatement for Anaplex Corp. to immediately control its emissions of hexavalent chromium.

On March 9, 2017, the Hearing Board heard Respondent, Aerocraft Heat Treating Co., Inc.'s, appeal as to the District’s Implementation of the Stipulated Order for Abatement issued on December 16, 2016.  Aerocraft Heat Treating Co., Inc. was seeking to invalidate certain monitoring data that caused it to be placed in curtailment.  The Hearing Board dismissed Aerocraft's appeal.

The Hearing Board has continued the hearing on the status and potential modifications to the conditions in the Stipulated Order for Abatement. The continued hearing is scheduled for Tuesday, May 9, 2017 at 1:00 p.m. in the Hearing Board Room at District Headquarters located at 21865 Copley Drive, Diamond Bar, CA 91765.  Please note that the hearing will be necessary only if Anaplex fails to submit the required information to make permit applications for control equipment complete. Should the matter remain on the Hearing Board calendar, it will be available for viewing at:  http://www.aqmd.gov/home/calendar_v2/webcasts.

The Hearing Board held public hearings to consider potential modifications to the Stipulated Orders for Abatement for Aerocraft Heat Treating Co. and Anaplex Corp.  The hearing for Aerocraft was held on Thursday, March 16, 2017 (webcast), and the hearing for Anaplex was on Wednesday, March 22, 2017 (webcast).

Air Quality Testing
SCAQMD collected samples inside the Anaplex and Aerocraft facilities to identify the specific equipment or processes within the facility that could be the sources of hexavalent chromium emissions that could explain the elevated levels seen at the ambient monitors.  Once the sources of emissions have been identified, SCAQMD can guide the facility to then reduce the emissions from those possible sources.  Several possible sources were identified from the two facilities that showed elevated levels of hexavalent chromium.  Further details on the sampling are included in SCAQMD Source Tests 16-333 and 16-334 respectively in the following links.
