Introduction
Rule 2305 – WAIRE Program is an indirect source rule that regulates warehouse facilities to reduce air pollution from the goods movement industry. The WAIRE Program applies to both warehouse facility owners and operators and requires warehouse operators to earn WAIRE Points each year by:
- Completing actions listed on the WAIRE Menu
- Implementing an approved Custom WAIRE Plan and/or
- Paying a mitigation fee
The WAIRE Program applies to warehouses with 100,000 square feet or more of indoor floor space in a single building.

Reporting
Warehouse facility owners are required to submit:
- Warehouse Operations Notifications (WONs) - providing basic information about their buildings
Warehouse operators are required to submit:
- Initial Site Information Report (ISIR) - detailing facility operations and initial compliance plans
- Annual WAIRE Reports (AWRs) - reporting ongoing operations and compliance approaches
All WAIRE Program reports and fees are submitted through the WAIRE Program Online Portal (POP). Reports are considered complete only after both the certified report and the applicable fee payment are received (see Rule 316 for fee amount).
