**Rule 2305 Annual WAIRE Reports (AWR) are due January 31, 2024**

The Warehouse Indirect Source Rule requires warehouse operators of Phase 1 warehouses (warehouse size ≥ 250,000 square feet) and Phase 2 warehouses (warehouse size ≥ 150,000 and <250,000 square feet) to submit an AWR by no later than January 31, 2024.
Phase 3 warehouse operators (warehouse size ≥100,000 and <150,000 square feet) are allowed to submit an optional AWR for early actions completed in 2023 by the same deadline, January 31, 2024.
Warehouse facility owners and land owners may submit an AWR to "voluntarily" earn WAIRE Points for WAIRE Menu actions or investments completed in 2023 by the same deadline, January 31, 2024.
All AWRs for the 2023 compliance period are required to be completed and submitted through the WAIRE Program Online Portal (POP) by 11:59 PM on January 31, 2024. If you have any questions, please contact: waire-program@aqmd.gov or (909) 396-3140.
Introduction
Rule 2305 – WAIRE Program is an indirect source rule that regulates warehouse facilities to reduce emissions from the goods movement industry. Rule 316 establishes fees to fund Rule 2305 compliance activities. Rule 2305 applies to warehouses with at least 100,000 square feet of indoor floor space in a single building.

Compliance and Reporting
The WAIRE Program is a menu-based point system that requires warehouse operators to earn WAIRE Points by completing actions off the WAIRE Menu, by implementing an approved Custom WAIRE Plan, or by paying a mitigation fee every year.
Warehouse facility owners will be required to submit an informational report on their buildings (Warehouse Operations Notification), and warehouse operators will also be required to submit reports about facility operations and compliance approaches (Initial Site Information Report and Annual WAIRE Report).
