What is GO ZERO?
South Coast AQMD’s GO ZERO incentive program provides single family, multifamily, and small business rebates for heat pumps for space and water heating, along with installer training and application assistance.
Elements of the program include:

How is GO ZERO funded?
The GO ZERO Pilot Incentive Program is funded with $21 million from mitigation fees that were paid by space and water heating appliance manufacturers which allowed them, for a period of time, to sell appliances above applicable emission limits in South Coast AQMD’s space heating rule (Rule 1111) and water heating rule (Rule 1121).

What products will qualify for rebates?
All-electric heat pumps for space heating (heat pump HVAC) and water heating (heat pump water heaters) for the pilot phase that:
- Are ENERGY STAR® certified, unless otherwise indicated;
- Were installed on or after June 24, 2025, for single family rebates;
- Were installed on or after June 13, 2025, for multifamily or small business rebates;
- Are replacing gas furnaces or gas water heaters.
- Rebates are not provided for heat pumps only replacing an AC without also replacing a gas furnace.
- For small business rebates, the pilot phase incentivizes heat pump water heaters replacing a gas water heater.

Am I eligible to apply for rebates?
Rebates are available for consumers in the South Coast AQMD jurisdiction (https://www.aqmd.gov/nav/about/jurisdiction) for qualified products installed within the South Coast AQMD jurisdiction.

How do I designate an installer to apply and receive the rebate?
Owners or property owners can choose to designate installers, through a Release of Rebate Funds form, to receive rebates on their behalf. In such cases, rebates should be reflected in the invoices from installers to owners or property owners.

What will the rebate amounts be?
Rebate amounts will range between $1,000 to $4,000 depending on the type of unit (heat pump HVAC or heat pump water heater), application (single family, multifamily, small business), and location in an overburdened community. How do I know if rebates are still available?
Announcements on rebate fund availability will be made through the South Coast AQMD’s electronic mailing list, sign up here (checkbox “GO ZERO”), and indicated on the rebate online application portal.

Will there be additional funding for low income or disadvantaged communities?
For this $21 million pilot program, 75% of the rebate funding will be allocated to overburdened (low income, or disadvantaged) communities with double the rebate amounts for single family homes located in overburdened communities.
Overburdened communities are identified per Senate Bill 535 (De León, Chapter 830, Statutes of 2012) (SB535).

Can I use other incentives alongside GO ZERO?
Application assistance will be available upon program launch to help residents determine what other incentives (such as TECH Clean California, HEEHRA, etc.) may also apply. Some utilities and local programs also provide incentives. Further information on other incentives is forthcoming. There may be future phases of the program, and future phases may include different types of appliances, rebate amounts, or other changes.

What qualifies as existing single family or multifamily buildings, and existing commercial property for small business?
An existing building is a building that is not a newly constructed building or a building with a major alteration which changes the occupancy classification of the building according to the most recent version of Title 24 California Building Code Part 2 Chapter 3.
A single family building is a residential structure which is designed exclusively as a dwelling for no more than four families.
A multifamily building is a residential structure which is designed exclusively as a dwelling for five or more families.
An existing commercial property for small business means an existing building as commercial real estate used for a small business which meets the definition under the South Coast AQMD Rule 102 - Definition of Terms:
SMALL BUSINESS means a business which is independently owned and operated and meets the following criteria, or if affiliated with another concern, the combined activities of both concerns shall meet these criteria:
(A) the number of employees is 10 or less; and
(B) the total gross annual receipts are $500,000 or less; or
(C) not-for-profit training center.

Questions on Multifamily Rebates
What is the multifamily reservation system?
A voluntary reservation system will be established for multifamily rebates, through which property owners or installers representing property owners may submit applications during the reservation enrollment period prior to installation to reserve funds. The rebate administrator will use a first-come first-served process to select the winning applicants. Selected winning applicants will be required at regular time intervals of 30 days to continue to hold reserved funding, and funds will be made available to the owners or contractors upon completion. Is there a cap for multifamily rebates?
For the initial phase of multifamily rebates, the total cap for each property will be $300,000. The total cap for each property is the total of all rebates received for this property under this program, including all per heat pump rebates, per apartment rebates, and multiple rebate applications submitted during each phase of GO ZERO Incentive Program for the same property.
