GO ZERO and Other Incentive Programs

Incentive Programs for Zero-Emission Space and Water Heating Appliances

South Coast AQMD's Governing Board approved funding GO ZERO, a zero-emission pilot incentive program for residents and small businesses to adopt zero-NOx emission space and water heating appliances, with 21 million dollars. Elements of the program include:

  • Rebates for single family, multifamily, and small businesses

  • Installer training

  • Outreach and application assistance

In addition, the following incentives are currently available for heat pumps, and some may be combined together:

  • HEEHRA, launched in November 2024, provides household incomes between 80% and 150% area median income (AMI) up to $4,000
    • Households with incomes less than 80% AMI are eligible for up to $8,000

  • Federal IRA Tax Credits provide up to $2,000 for heat pumps, more information here
  • TECH Clean California provides $1,500 for heat pump HVAC, more information here
  • Comfortably California provides incentives for heat pump HVAC, more information here
  • Golden State Rebates provides incentives for heat pump water heating, more information here
  • Many local/utility incentives are available, with more information on the Switch is On website
  • Upcoming South Coast AQMD GO ZERO rebates will provide $1,500-$3,000 for heat pump HVAC and $1,000-$2000 for water heating, along with application assistance and installer training
