IMPORTANT
NOTICE
Beginning January 1, 2008,
the reporting period for Annual Emission Reporting (AER) will change from
fiscal year (July 1 through June 30) to calendar year (January 1 through
December 31). AQMD will provide the facilities with a web-based
program to report their criteria and toxics emissions. The program
will also provide the facilities that are subject to California Air
Resources Board (CARB)'s mandatory reporting of Greenhouse Gas (GHG)
emissions with an option to calculate and report their GHG emissions to
AQMD and CARB. During the transitional period, facilities will be required to report only six-month
transitional emissions from July 1, 2007 through December 31, 2007, and to
use either the existing AER software or the new web-based program to
report the six-month transitional emissions.

The AQMD requires the filing of an Annual
Emissions Report and payment of annual fees based on a facility's emission of air
contaminants, as specified in
Rule 301, subdivision (e) and paragraph (k)(10). As authorized by State
Health and Safety Code Section 40510, the fees help cover costs to
evaluate, plan, inspect, and monitor air quality efforts. In this way,
those who emit more, pay more toward our air pollution control efforts
-- and at the same time are given an incentive to reduce emissions.
Under Health and Safety Code Section 44344,
facilities subject to the AB2588 Program are also required to submit a
quadrennial update of their Air Toxics Emissions Inventory to AQMD.
AB2588 facilities subject to the quadrennial reporting are required to
submit their complete toxics inventory under the AQMD's Annual Emissions
Reporting Program once every four years. The cover letter and flyer
enclosed in the reporting package sent to you will indicate if your
facility must update its toxics emissions under the AB2588 Program.
Facilities must use either the District
reporting software or the official paper forms for calculating and reporting their
emissions for the period from July 1, 2006 through June 30, 2007. It is
each facility's responsibility to accurately report their annual
emissions from all of its equipment and processes. The 2006-2007 Annual
Emission Report is due by August 30, 2007. The data collected is used to
update the comprehensive emissions inventory for the AQMD, which
includes Orange County, the non-desert portions of Los Angeles and San
Bernardino counties, and the Riverside county areas west of the Palo
Verde Valley.This annual emissions inventory of
pollutants and source categories is essential to effectively design and
evaluate clean air strategies to comply with state and federal public
health standards. The compiled inventory is published in each update of
the Air Quality Management Plan.
The criteria and toxic data collected since fiscal year 2000-2001 are

Annual emission fees are assessed on
sources which emit:
- Four tons or more per year of sulfur oxides (SOx),
volatile organic compounds (VOCs), nitrogen oxides (NOx), specific
organics, or particulate matter;
- 100 tons per year or more of carbon monoxide
(CO);
- In excess of the thresholds for specific toxic air
contaminants and ozone-depleting compounds listed in Table IV of
Rule 301.
The package mailed to facilities will
include information for filing the 2006-2007 Annual Emissions Report for
the period from July 1, 2006 through June 30, 2007, including:
- A CD-ROM containing the reporting software, all the forms and
instructions, as well as the supplemental instructions for specific
operations. The forms and instructions can be viewed and printed, if
desired.
- A General Instruction Book for updated program information,
questions & answers, completed form examples, references,
informational workshops schedule, and available support options.
- A notice indicating whether the facility is required to submit a
quadrennial update of its Air Toxics Emissions Inventory under the
AB2588 Program.
