OVERVIEW:

The Program is administered by a partnership between CARB and local agencies to quickly reduce air pollution emissions and health risk from freight movement along California’s trade corridors.  Projects funded under this Program must achieve early or extra emission reductions not otherwise required by law or regulation.  South Coast AQMD is currently implementing the "Year 5" projects.  All the eligible projects are under executed contracts.  The project lists are available under "Rank List". 

This Program Announcement is seeking applications for the replacement of heavy-duty diesel truck projects, including the project options identified below.  Please note funding is also available for electric charging stations, hydrogen fueling units, and truck stop electrification infrastructure.  About $30 million in Program funds are available for this solicitation.

Program-Related Information:

  • After you have been selected for funding, if your existing (old) truck has not been pre-inspected by South Coast AQMD, please email prop1b@aqmd.gov to schedule an appointment.  Please do not attempt to schedule the inspection until you have been notified that your truck has been selected.

  • When placing the purchase order, please be sure to order the appropriate replacement truck that meets the specifications in your contract, including but not limited to: weight classification (Class 5, 6, 7 or 8), intended service class (medium heavy-duty or heavy, heavy-duty), and CARB-certified NOx and PM emission levels. If the lien holder is still shown on the DMV registration, you will need to provide a copy of a “clean” title to the South Coast AQMD prior to payment of the grant funds.

  • The grant funds cannot be paid if the replacement truck was purchased or delivered prior to contract execution.  To schedule your Post-Inspection, please follow the instructions provided in the Prop 1B Invoice Submittal Guidelines (see below).

  • The grant funds will not be paid until the replacement truck has passed a post-inspection by South Coast AQMD and all invoice documentation are submitted.

  • The old truck must be delivered to a South Coast AQMD-approved dismantler within 30 days of your receipt of the replacement vehicle.

  • All fleets must be in compliance with CARB’s Truck and Bus Regulation.  A copy of the Compliance Certificate must be submitted to South Coast AQMD at the time of application.
