  • 2. Set Public Hearing December 4, 2026 to Consider Amendments to South Coast AQMD Rules and Regulations:

    Wayne Nastri

    (909) 396-3131

    Michael Krause
    (909) 396-2706

Certify Final Subsequent Environmental Assessment for Proposed Amended Rule 1168 – Adhesive and Sealant Applications; Amend Rule 1168; and Submit for Inclusion Into State Implementation Plan

Rule 1168 establishes VOC limits for adhesives and sealants. The California Office of Environmental Health Hazard Assessment has determined that para-Chlorobenzotrifluoride (pCBtF) and tert-Butyl Acetate (t-BAc), which are used in certain adhesives and sealants, have carcinogenic health effects. This amendment is the result of the technology check-in included in the 2022 Rule 1168 amendment to evaluate progress on the pCBtF and t-BAc phase out. Proposed amendments to Rule 1168 provide additional reformulation time for certain adhesive and sealant categories to phase out of pCBtF and meet future-effective lower VOC limits. The amendments also clarify and update reporting and recordkeeping requirements for manufacturers and distributors, and sunsets the existing 55 gallon exemption that allows the use of high VOC products. This action is to adopt the Resolution: 1) Certifying the Final Subsequent Environmental Assessment for Proposed Amended Rule 1168 – Adhesive and Sealant Applications; 2) Amending Rule 1168 – Adhesive and Sealant Applications; and 3) Directing staff to submit PAR 1168 – Adhesive and Sealant Applications for Inclusion into the State Implementation Plan. (Reviewed: Stationary Source Committee, October 16, 2026)

At the beginning of the agenda, an opportunity is also provided for the public to speak on any subject within the South Coast AQMD's authority. Speakers may be limited to a total of three (3) minutes for the entirety of the Consent Calendar plus Board Calendar, and three (3) minutes or less for each of the other agenda items.

Note that on items listed on the Consent Calendar and the balance of the agenda any motion, including action, can be taken (consideration is not limited to listed recommended actions). Additional matters can be added and action taken by two-thirds vote, or in the case of an emergency, by a majority vote. Matters raised under the Public Comment Period may not be acted upon at that meeting other than as provided above.

Written comments will be accepted by the Board and made part of the record. Individuals who wish to submit written or electronic comments must submit such comments to the Clerk of the Board, South Coast AQMD, 21865 Copley Drive, Diamond Bar, CA 91765-4178, (909) 396-2500, or to cob@aqmd.gov, on or before 5:00 p.m. on the Tuesday prior to the Board meeting.

Code Section 7920.000 et seq.) your written and oral comments, attachments, and associated contact information (e.g., your address, phone, email) become part of the public record and can be released to the public on request or posted on the South Coast AQMD website.
