    A. Set Public Hearing August 1, 2025 to Determine That Proposed Amended Rule 462 – Organic Liquid Loading, Is Exempt from CEQA; Amend Rule 462; and Submit Rule 462 Into the State Implementation Plan

    Proposed Amended Rule 462 will further reduce VOC emissions from organic liquid loading facilities by requiring the use of enhanced leak detection technology and establishing a lower VOC limit for vapor control systems. Additionally, PAR 462 will introduce a contingency measure to fulfill Clean Air Act requirements. This action is to adopt the Resolution: 1) Determining that Proposed Amended Rule 462 – Organic Liquid Loading, is exempt from the requirements of the California Environmental Quality Act; and 2) Amending Rule 462 – Organic Liquid Loading; and 3) Directing staff to submit Proposed Amended Rule 462 – Organic Liquid Loading for inclusion into the State Implementation Plan.(Reviewed: Stationary Source Committee, May 16, 2025)

    B. Determine That South Coast Air Basin Contingency Measure SIP Revision for 2015 8-Hour Ozone Standard Is Exempt from CEQA; and Adopt South Coast Air Basin Contingency Measure SIP Revision for 2015 8-Hour Ozone Standard

    The South Coast Air Basin is classified as “extreme” nonattainment of the 2015 8-hour ozone National Ambient Air Quality Standard. The 2022 AQMP outlined a strategy to meet the standard and aimed to satisfy all federal Clean Air Act (CAA) requirements applicable to extreme nonattainment areas, except for the contingency measure requirement, due to the lack of U.S. EPA guidance. In December 2024, U.S. EPA finalized its contingency measure guidance. The South Coast Air Basin Contingency Measure SIP Revision for the 2015 8-Hour Ozone Standard was developed in response to U.S. EPA’s new guidance to fulfill the requirements specified in CAA sections 172(c)(9) and 182(c)(9). The contingency measures for this standard include three South Coast AQMD rules to achieve additional VOC reductions and CARB’s California Smog Check Contingency Measure. This action is adopt the Resolution: 1) Determining that the South Coast Air Basin Contingency Measure SIP Revision for the 2015 8-Hour Ozone Standard is exempt from the requirements of CEQA; and 2) Adopting the South Coast Air Basin Contingency Measure SIP Revision for the 2015 8-Hour Ozone Standard and directing staff to forward the SIP Revision to CARB for approval and submission to U.S. EPA for inclusion in the SIP.     3. Adopt Resolution and Accept Terms and Conditions, Recognize Revenue, Execute Agreements to Deploy Battery Electric Trucks and Chargers, and Demonstrate a Fast-Charging Capable Truck, Transfer Funds, and Reimburse General Fund

    CARB and CEC awarded South Coast AQMD $41,295,211 for the Strategic Pathways for Extended Electric Drayage (SPEED) project to deploy Volvo Class 8 battery electric trucks and truck chargers in Southern California, develop and demonstrate a high-power charging-capable truck, collect truck and charger operational data, and develop and implement a workforce training program for battery electric trucks and charging equipment under the CARB and CEC joint Advanced Technology Demonstration and Pilot Projects (ATDPP) program. Also, on May 3, 2024, the Board recognized funding for a project to electrify Balboa Island Ferries and install supporting charging infrastructure (BIF) under ATDPP.  These actions are to: 1) adopt a Resolution, accept terms and conditions of the ATDPP solicitation for both SPEED and BIF, commit to $3,250,000 as South Coast AQMD cost share for SPEED, authorize the Executive Officer to execute necessary agreements with CARB and CEC, and recognize, upon receipt, $41,295,211 for SPEED into the GHG Reduction Projects Special Revenue Fund (67); 2) transfer $3,250,000 of South Coast AQMD SPEED project cost share into GHG Reduction Projects Special Revenue Fund (67); 3) transfer $2,000,000 as a temporary loan for SPEED from the Clean Fuels Program Fund (31) into GHG Reduction Projects Special Revenue Fund (67); 4) authorize the Executive Officer to execute agreements with Volvo Group North America LLC, WattEV Inc., and the Regents of the University of California, Riverside, to implement the SPEED project; 5) Authorize the Executive Officer to take all necessary steps to carry out this Resolution, including making modifications to the agreements for SPEED and BIF projects; and 6) reimburse the General Fund up to $3,560,000  for SPEED administrative costs from the GHG Reduction Projects Special Revenue Fund (67)(Reviewed: Technology Committee, May 16, 2025; Recommended for Approval)

  • 4. Issue RFP for Battery Electric Switcher Locomotives for CPRG INVEST CLEAN Program

    In September 2024, the Board recognized an award of $499,997,415 from the U.S. EPA Climate Pollution Reduction Grant program titled Infrastructure, Vehicles, and Equipment Strategy for Climate, Equity, Air Quality, and National Competitiveness (INVEST CLEAN). The program consists of four measures, including the deployment of battery electric Class 8 trucks and last mile freight vehicles, cargo handling equipment, switcher locomotives, and truck charging.  A total of up to $190,800,000 is available for the Battery Electric Switcher Locomotive Measure. This action is to issue and, if necessary, re-issue an RFP to solicit project proposals for the Battery Electric Switcher Locomotive measure under INVEST CLEAN.   • 5. Modify Contracts and SEP Agreements for Installation and/or Maintenance of Air Filtration Systems in Schools and Residences and Execute New and Modify Existing School Site Access Agreements

    Delays due to the COVID-19 pandemic and school closures have resulted in a need for no-cost term extensions to existing contracts and agreements to complete school and residential air filtration projects. This item authorizes no-cost modifications to existing contracts, Supplemental Environmental Project (SEP) agreements, and school site access agreements to complete the installation and/or maintenance of air filtration systems in schools and residences. These actions are to: 1) authorize the Executive Officer to modify contracts with IQAir North America for the installation of air filtration systems and/or provide maintenance for up to 10 years post installation in schools and residences; 2) authorize the Executive Officer to modify SEP agreements with CARB and Aliso Fund Committee for the installation and/or maintenance of air filtration systems in schools and residences; and, 3) execute new and modify existing site access agreements with schools for installation and/or maintenance of air filtration systems.   • 6. Recognize Revenue and Appropriate Funds for U.S. EPA Pass Through Grant to Develop Reference Method for Validating Open-Path Remote Sensing Systems

    In September 2022, the Board recognized revenue from University of California, Los Angeles (UCLA) for the implementation of U.S. EPA competitive Science to Achieve Results (STAR) research grant. South Coast AQMD staff are co-investigators for this grant to develop a reference method for validating the performance of open-path remote sensing systems for air toxic measurements. In February 2025, U.S. EPA granted a no-cost extension for this grant. The May 2025 Administrative Committee separately approved revenue recognition from Virginia Polytechnic Institute and State University for a separate STAR grant award, but U.S. EPA is no longer providing funds for that project. This action is to recognize revenue up to $183,432 from UCLA through the STAR research grant into the General Fund, and appropriate up to $29,963 in the Monitoring and Analysis FY 2025-26 and/or FY 2026-27 Budgets to support efforts on this project.   • 7. Recognize Revenue, Appropriate Funds, and Issue Sole Source Purchase Orders for Air Monitoring Equipment

    In June 2022, the Board approved the execution of a 3-year contract for security guard services with GSSi, Inc., DBA General Security Service, that includes an option to extend for two additional years. This action is to amend the contract with GSSi, Inc. DBA General Security Service to extend the contract to June 30, 2027, for a total amount not to exceed $1,477,453.   • 13. Appoint Regular and Alternate Public and Medical Members to South Coast AQMD Hearing Board for July 1, 2025 to June 30, 2028 Term

    The terms of office for the two Hearing Board Public Members and the Medical Member, as well as their alternates, will expire on June 30, 2025. In November 2024, South Coast AQMD posted a recruitment to solicit applications for the new term beginning July 1, 2025 through June 30, 2028. There were two applicants for the medical member positions and 42 applicants for the public member positions. As required by state law, an Advisory Committee appointed by five members of the Governing Board reviewed the applicants. The Advisory Committee scored and ranked the Public Member applicants and recommended that the Administrative Committee interview the top eight applicants. Both Medical Member applicants were recommended for interviews with the Administrative Committee. On May 9, 2025, the Administrative Committee interviewed nine of the ten candidates submitted by the Advisory Committee and recommended that the full Board reappoint the incumbents to the new term.

    The MSRC approved a $2,000,000 funding allocation to partner with South Coast AQMD on the Strategic Pathways for Extended Electric Drayage project to deploy Class 8 battery electric trucks and truck chargers in Southern California, develop and demonstrate a high-power charging-capable truck, collect truck and charger operational data, and develop and implement a workforce training program for battery electric trucks and charging equipment.     28. Certify Final Subsequent Environmental Assessment for Proposed Amended Rule 1111– Reduction of NOx Emissions from Natural Gas-Fired Furnaces and Proposed Amended Rule 1121 – Reduction of NOx Emissions from Residential Type, Natural Gas-Fired Water Heaters; and Amend Rule 1111 and Rule 1121

    Proposed Amended Rule 1111 (PAR 1111) and Proposed Amended Rule 1121 (PAR 1121) establish requirements to reduce NOx emissions from space and water heating units, respectively. PAR 1111 and PAR 1121 establish manufacturer requirements for the sale of space and water heating units that meet low-NOx and zero-NOx emission standards that change over time, and include a mitigation fee for NOx-emitting units, with an option to pay a higher mitigation fee if manufacturers sell more low-NOx units than the targets. Alternatively, manufacturers that elect to sell only zero-emission space and water heating units, would not be subject to a per unit mitigation fee. This action is to adopt the Resolution: 1) Certifying the Final Subsequent Environmental Assessment for Proposed Amended Rule 1111 – Reduction of NOx Emissions from Natural Gas-Fired Furnaces and Proposed Amended Rule 1121 – Reduction of NOx Emissions from Residential Type, Natural Gas-Fired Water Heaters; and 2) Amending Rule 1111 and Rule 1121.   • 29. Determine that Proposed Amended Rule 1171 – Solvent Cleaning Operations, Is Exempt from CEQA; and Amend Rule 1171

    Rule 1171 establishes VOC limits for commercial and industrial cleaning materials. The California Office of Environmental Health Hazard Assessment determined that two compounds, para-Chlorobenzotrifluoride (pCBtF) and tert-Butyl Acetate (t-BAc), have carcinogenic health effects. Both pCBtF and t-BAc are used in some solvent cleaning materials. Proposed Amended Rule 1171 (PAR 1171) includes a future effective prohibition for cleaning solvents formulated with pCBtF and t-BAc, allows for products in the supply chain to continue to be sold and used for specified periods of time, and includes alternative compliance options for certain cleaning activities. PAR 1171 also addresses the AB 617 South Los Angeles Community Emission Reduction Plan air quality objectives related to solvent cleaning materials used for the cleaning of automotive refinishing coating spray equipment by phasing out pCBtF and t-BAc. This action is to adopt the Resolution: 1) Determining that Proposed Amended Rule 1171 – Solvent Cleaning Operations is exempt from the requirements of the California Environmental Quality Act; and 2) Amending Rule 1171 – Solvent Cleaning Operations.
