Ports Cooperative Agreement
 

The Cooperative Agreement with the Ports of Long Beach and Los Angeles was approved by the South Coast AQMD Governing Board on November 7, 2025, and subsequently approved by the Long Beach and Los Angeles Boards of Harbor Commissioners on November 10th and November 20, respectively. 

The final agreement prioritizes the development of zero-emission infrastructure at the Ports (similar focus to previous work on Proposed Rule 2304) - the first critical step towards eliminating emissions from cargo handling equipment, harbor craft, trucks, trains, and ocean-going vessels and attaining clean air in the region.

3-phases
The Ports will develop comprehensive, zero-emission infrastructure plans in three phases:
  • Phase 1 Plan due Dec. 31, 2027:
    Infrastructure for container terminal cargo-handling equipment and drayage trucks
  • Phase 2 Plan due by Dec. 31, 2028:
    Infrastructure for non-container terminal cargo-handling equipment, local switcher locomotives, and harbor craft
  • Phase 3 Plan due by Dec. 31, 2029:
    Infrastructure for ocean-going vessels

Each plan will outline targets and milestones, and must provide opportunities for public input.

South Coast AQMD will track progress through annual reports and regular updates to the Governing Board.

If the Ports miss a deadline or fail to meet a controllable milestone, enforcement may be triggered, with penalties ranging from $50,000 to $200,000. All penalties will fund projects that benefit near-port communities.
45-day-clause
The Cooperative Agreement includes a 45-day exit clause, allowing any party to withdraw if the agreement is no longer working as intended.
Next Steps
 

Continue negotiating additional measures with the Ports to reduce emissions from Port sources.

Present these measures to the Board in 2026.

Focus discussion on near-term actions, interim emission reductions, and steps that enable long-term, larger-scale reductions.

  • Office hours
  • AB 617 Community Steering Committee meetings
  • Release of draft documents for public comment
  • Updates to the Mobile Source Committee
